English Councils Plan to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a latest study of municipal councils, UK councils are planning to sell community centers, sports centres, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group for second-tier cities in England reported that six out of ten of councils are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and open spaces to support their budgets, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to generate funds from a quick sale of holdings represented “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would prioritise restructuring services and using savings to weather growing financial challenges.”

Specific Cases of Proposed Sales

Medway Council in southeast England announced its asset disposal plan included the disposal of a shopping centre in Rainham and a social club in Rochester to raise £20m over five years.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for the authority, will additionally be sold under the strategy.

Council Tax Rises and Broader Financial Pressures

This research of councils in the coalition, which includes several urban centers, also found that over seven in ten of councils will have to raise local levies next April to cover the rising cost of essential services, increased rates of homelessness, and a longstanding housing shortage.

The authority said it will press ahead with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to achieve both better provisions and cost efficiency,” said a council leader.

He continued: “We face population challenges which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

Research of county councils recently further found local finances being stretched by the increasing figures of young people and adults needing Send support.

A network of councils projected that local shortfalls will reach £4.4bn a year by 2029, as they struggle to manage increased demand.

Ministers have delayed planned reforms to the Send system until next year after a policy document setting out those changes was recently delayed.

Disadvantage and Funding Gaps

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, several participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the latest deprivation indices,” noted the report.

“While only a single urban area is in the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties facing municipal officials across major urban centers in the coming year,” the analysis concluded.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that reflects and addresses the actual extent of deprivation and need,” said a council leader.

“Without this, local authorities will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the study revealed.
